The Douglas County School District (DCSD) is soliciting proposals from qualified firms to provide arbitrage services.
The District is requesting proposals from qualified firms of certified public accountants to audit its financial statements for the fiscal years ending June 30, 2009, with an option of auditing its financial statements for each of the four (4) subsequent fiscal years. These audits are to be performed in accordance with auditing standards generally accepted in the United States of America, as set forth by the American Institute of Certified Public Accountants, the standards set forth for financial audits in Government Auditing Standards issued by the Comptroller General of the United States, the provisions of the Government Accounting and Financial Reporting Standard established by GASB, the provisions of the Federal Single Audit Act (as amended), the provisions of U.S. Office of Management and Budget (OMB) Circular A-133, 29-1-6, C.R.S Title 22, 22-44-204(3) C.R.S., and any other applicable federal, state and local laws or regulations
Commercial Banking Services RFP
The District is soliciting proposals from qualified financial institutions to provide full, integrated banking services to the District. It is the intent of the District to select only one bank to provide banking services for all funds not restricted by law or bond covenants. However, the District reserves the right to award to more than one bank if it is in the best interest of the District.

Janitorial Building Services RFP
The District currently performs all janitorial/building services with District employees. Due to the recent reduction in funding to school districts by the State of Colorado, the District is looking at methods to cut operational costs. In this endeavor, the District is interested in the possibility of having a third party assume janitorial/building services at some of its outlying schools.
Provide a group, pre-paid legal plan for Douglas County School District’s active employees, dependents and COBRA participants. The potential exists that other governmental and/or educational organizations may be interested in taking advantage of the resulting award(s). The plan year is July 1, 2012 through June 30, 2013. There will be no limitation as to the number of events or the number of dependents of a Plan Member having recourse to such benefits.

The Douglas County School District (DCSD) is soliciting proposals for Underwriting Services from qualified banking firms for the purpose of retaining a pool of underwriters to provide underwriting services to fund the District’s long-range master capital plan. In selecting the underwriting team, and in particular, the senior manager for a specific series of bonds or Certificate of Participation (COPs), emphasis will be placed upon innovative financing ideas, the experience of the assigned underwriters, marketing and distribution platform, capital position, school district underwriting experience and proven distribution capacity at a reasonable cost.
